Ai Signori Sindaci della Provincia di GENOVA For the Gentlemen Mayors of the Province of Genoa

È noto alla SV che gli Armatori Francesi, che attendono al trasporto di emigranti per l'America, ed i loro Agenti in Italia, mediante una formula stampata in più lingue, fanno dei contratti colle persone che emigrano, e che pel passato tali scritture, quando fossero munite del Visto di un Agente consolare del Governo Francese, erano accettate dalle autorità Francesi come passaporti per entrare in Francia o per partirne. Si raccomanderà infine il massimo rigore nello eseguire le disposizioni delle leggi relativamente alla concessione dei passaporti per l'interno e per l'estero, obbligando i richiedenti a presentarsi personalmente agli Uffizi di Prefettura e Sotto Prefettura, ea dimostrare di avere i mezzi per fare il viaggio; per dimorare qualche tempo nel luogo d'arrivo, presentando la garanzia di persona solvibile, la quale si obblighi a rimborsare, occorrendo, la spesa pel viaggio di ritorno.
